cython "python-dev" should be Depends not Suggests

Bug Description
It's not possible to use cython unless python-dev is installed, since nothing compiles (gcc complains about not finding Python.h).
This is related to #577724, where a user reported the same problem. The fix for #577724 was to add python-dev as a "Suggests" but that's far too weak - it should be a "Depends". It's not possible to use this package unless python-dev is installed, therefore it Depends.
