Bug Description

Because there is just one PPA, ppa:juju/pkgs, as the trunk builds diverge from the released juju, users will no longer be able to use the PPA origin.

For python Juju, a PPA per major version should be created (this is handled in the Go port in a much more elegant way). ppa:juju/pkgs will only be used for trunk.
