Transmission doesn't limit download speed

Bug Description

I've tried to limit download speed to 500kB/s using either: global limit, temporary limits, per-torrent limits. None of these seem to have any effect on the rate, which is sustained at or above 1MB/s. This is not a matter of the rate being uneven, and fluctuating around the target limit - the actual rate is orders of magnitude higher than the limit. There is *no rate limiting* happening at all.
