Bug Description

the fix for bug 1043725 caused a large regression to server. It caused 150 additional packages to be installed in a cloud image, and similar effects on 'dist-upgrade' on other server systems.

update-manager (1:0.172) quantal; urgency=low

  * Remove dependency on update-notifier as it added many dependencies to
    cloud-images.
