python-quantumclient is deprecated into Folsom testing PPA

Bug Description

Using Folsom Testing packages [1] in Ubuntu 12.04, I can't run "quantum" CLI [2]. I think that python-quantumclient is deprecated in the PPA and need to be packaged.

I'm not sure what you exactly mean by deprecated, but there was a subnstantial update to the python-quantumclient functionality during Folsom which may require some packaging attention.

Dan: I mean that the packaged has not been built recently, so I've asked to package it from latest code.

Emilien, can this be closed? Seems like you're now able to run 'quantum' commands, just maybe not the exact latest CLI?
