Unity Launcher Autohide Behavior: The Launcher should never autohide if the mousepointer hovers over it

Bug Description

Unfortunately on several of my systems since Precise alpha days the launcher does autohide after being revealed with the mouse, if the mousepointer is not moved over the launcher immediately after its reveal.

From a first analysis of the code this behavior I experience is exactly what the code tells the autohide controller to do, but on IRC everyone said that this should not be the desired behavior and everyone agreed that the launcher should NEVER autohide if the mousepointer hovers it.

So my question is: Is there any case design can think of that requires the launcher to autohide although the mousepointer is over it ?

The video clearly shows the launcher immediately hides after reveal, except when the mouse is moved after the animation is finished - then it behaves correctly. This MOUSE_MOVE_AFTER_REVEAL check is unnecessary and should be removed.

Unfortunately this behavior is not easily reproducable in a guest session or fresh install, but the code reflects this behavior.
I will propose a merge request soonish that should fix it.
