Bug Description
In applications like devstack the result would be that several openstack services will use webob 1.2 (the current quantum version).
This migth cause unexpected issues as the other projects are all pegged to 1.0.8
Basically this is a regression of bug 950374. It seems we Quantum people cannot refrain from upgrading webob...
