grub-efi fails (cannot create directory `/boot/efi/EFI/ubuntu')

Bug Description

GRUB version 1.99-21ubuntu3.1

On a EFI system, with /boot/efi correctly mounted, grub-install fails and return the following error:
mkdir: cannot create directory `/boot/efi/EFI/ubuntu': Input/output error

Exit code: 1

An I/O error indicates something is wrong with the filesystem or disk. Please check dmesg or /var/log/kern.log after getting this error for additional details.

I found several similar cases: Bug #1090829
I strongly suspect Microsoft / the PC maker to lock writing on the ESP. Creating another EFI partition allows to workaround the issue.
