Missing Left Hand Navigation in Reference Manuals

In UX2 you lose the left hand navigation menus when you enter the reference manual (see screenshot). I also noticed that the "move content" arrows have been switched to the left of the content item, rather than to the right. I find this very distracting because it gets in the way of the item you're looking at.

Hopefully both of these are easy. On the arrows, perhaps use the Bootstrap grid to push the arrows far to the right?

Actually, the left navigation bar had to show up everywhere on intranets, but we hadn't implemented that somehow.

As an FYI, this isn't something for Carlos to do on deployment, it's something for Jim or I to do. We have to go into the content and make a folder for reference manuals. It's a content thing, not a software thing.
