Eliminate pagination on People Tabular reports

In UX2, convert the reports in PEOPLE to use SlickGrid. Remember that there are 2 views here: Picture and Tabular. This ticket is *only* for Tabular.

The "Position" column has values that are very long. To mitigate this:

- We make all the rows 2 lines high, even if they don't need it.

- Give that "Position" column more width (as we do in UX2)

- Then finally, chop it off and make the full value visible when you hover

- And if that isn't enough for people in certain cases, they can resize the columns themselves and even turn off some other columns to give "Position" more width

During this fix, I also changed some things that affect the Files grid, in ux2. Please have a look there too.

- alternating rows (this is both in the Files grid, and the People grid)

- The Type column in the Files grid was excess wide, it is now made shorter.
