Bug Description
When the on-screen keyboard (Onboard) is set as on by default it fails to appear at boot/switch-user and needs to be toggled off and on again before appearing.

It seems to appear but behind pantheon-greeter (?). Saw onboard-popping up before pantheon-greeter appeared on my slow netbook.
