Ubuntu One client ignores speed limits

Bug Description

My ubuntu one sync eats all bandwidth instead of limiting speed as I have set it up in the config.

Please see attached files. One is settings window with limit of 30kb/s. Second is system monitor that shows real network usage. The point in which usage goes to zero is when I killed -9 ubuntuone-syncdaemon.
