Bug Description
Since a few releases all scroll bars of thunderbird are in a ugly gray (see attached screen-shot). The color is not changing if you change the theming (e.g. from ambiance to radiance). The problem is not present if you change the theming to high contrast.
The problem is also present in safe-mode and in the guest-session, but not in my quantal vbox.

I know I've definitely seen the same thing since Thunderbird 14.0 in Ubuntu 12.04 (fresh installation). This sounds like a duplicate of bug #1025935 showing the issue with Thunderbird 15.0 (the current version).
