Bug Description

In 1.11 r3345, when using SYNC on a track that has a BPM close to double the track on the other deck, the phase alignment is not set correctly (though the pitch control is.) I would expect it to move to the nearest half-beat of the other track but it seems to move arbitrarily.

This happens on Windows x64 and x86.
