implicit apt-get update for chroot-ed jobs

Bug Description
Right now if the apt cache is old you might get this sort of errors during installing dependencies:
Get: 38 http://
Err http://
404 Not Found [IP: 91.189.92.184 80]
It would be good to create an "apt-get update" hook and run it by default without explicitly asking for it.
