.xmodmaprc not loaded on login

Bug Description
I need an .xmodmaprc file to remap some keys. I put it into my home dir and when I log in first time, I get a window asking whether I want to load it. I add it to the list of files to load and the keys work during the session, but on successive logins the keys stop working and the window doesn't pop up anymore.
