update-manager says problem resolver generated errors

Bug Description

When trying to upgrade the update-manager gives me this error:

An unresolvable problem occurred while calculating the upgrade.

Please report this bug against the 'update-manager' package and include the following error message:
E:Erro, pkgProblemResolver::Resolve gerou falhas, isto pode ser causado por pacotes mantidos (hold).

The part in portuguese roughly translatates to: E:Error, (d?)pkgProblemResolver::Resolve generated flaws, this may be caused by packages kept on hold.
