Tkabber has a built-in plugin which enables spellchecking of input in chat windows. This plugin is not enabled by default and so no presence of ispell is required. You seem to somehow manage to enable this plugin while not having ispell installed, so just disable this plugin back or install ispell.
On the other hand, we should possibly add ispell to the list of suggested packages, this is a good idea indeed. Will do that for the Debian package.
