Bug Description
Since revision 827 scratchcore depends on libdevhelp, while devhelp is a plugin.
Could you explain why the core now has dependencies from a plugin?
This issue surface since my Gentoo ebuild offers the option to build scratch without plugins (to minimise dependencies).

It is so because there were some problems with devhelp interface loading. It MUST be fixed however.
