Bug Description

ubuntu-defaults-zh-cn currently doesn't depend on the langpacks, requiring the main Ubuntu image to ship with Chinese support.
This is sub-optimal as we'd like to save some space on the main image by dropping the chinese langpacks and related packages.

Please add the needed dependencies, then update the seeds and live-build to no longer include language-pack-zh-hans on the main images.

quantal has seen the end of its life and is no longer receiving any updates. Marking the quantal task for this ticket as "Won't Fix".

The Precise Pangolin has reached end of life, so this bug will not be fixed for that release
