Bug Description
Add debian packaging.
The rules makefile will initally download and install third-party libs using 'go get' in a $GOPATH sandbox, then it will compile with 'go build'.
I'll be happy with some debs and a hockeypuck PPA for now.

This is kind of working. Source build requires a binary build first to pull the golang third-party deps into the source tarball. But it's working in lp.
Keeping this open, til I can wrap this up with scripts to avoid user error when releasing. Using a binary debuild to grab sources for the source debuild is kind of weird.
