At start vlc show itself with a valid horizontal size and an infinite or very hight vertical size.
I tried with alt + mouse drag to reach the lower border (the window is panning good) but i cannot reach it after ten or more tries...

Also maximize and restore vlc main window do not solve...

You could remove the vlc configuration (rm -r ~/.config/vlc/) or take more tries to reduce the size.

Very likely it is this bug, Bug 1005677 - to test
remove ~/.config/vlc/vlc-qt-interface.conf
Start vlc from terminal with

LIBOVERLAY_SCROLLBAR=0 vlc
