compute.HostAPI.get_host_uptime() doesn't pass 'host' to manager

Bug Description

Traceback in compute manager because get_host_uptime() doesn't receive 'host' argument.

There's some weird inconsistencies in these methods in general. 'host' doesn't need to be passed at all since the compute manager knows its own name. Some methods were already fixed in the past, it appears, but not all.
