can't start system even after update excluding latest kernel

Bug Description
I experienced kernel panic after updated several days ago, then curious what if I reinstall the system then exclude latest kernel from update.
So today I install Luna build 20120809 then updating system excluding latest kernel i.e. install everything else except "Important security updates", but the system won't start.
Then I reinstall the whole system again and perform update but this time I install JUST the updates from elementary PPA minus "pantheon-greeter" and the new system able to start.
