gitweb filename encoding problem

I think the bug is about gitweb

(1)at the bottom of this page

you can click at src/noip/p2001/装箱问题.cpp and open it

(2)but at this page
http://zby.no-ip.org/gitweb/?p=oi;a=tree;f=src/noip/p2001;hb=74999d4bccb0ae85995c13b0bf2c13c41158cf4b
if you click at "raw", you will get a 404 problem.

in the page (1), the url including the chinese charactor is %E8%A3%85%E7%AE%B1%E9%97%AE%E9%A2%98.cpp
but in page (2), the url is %C3%A8%C2%A3%C2%85%C3%A7%C2%AE%C2%B1%C3%A9%C2%97%C2%AE%C3%A9%C2%A2%C2%98.cpp

the filename charset is UTF8

Emmm...
I think there is nobody maintaining the package "gitweb" because in the overview page, no subscribers, no upstream, even no current release packages, so after I reported the bug report bug #1038977, I realized I should report the bug here.
