Bug Description

When opening a file in Scratch from file browser of command line, the infobars are not updated until I click the text area. This results in showing read-only infobars from another file on the newly-opened one (pictured) and infobars for the newly-opened file not appearing until textarea is clicked.

The bug is still there as of version 1.1.1+r963-0+pkg39~precise1
Steps to reproduce:
1) Open some read-only file, e.g. /etc/hosts from file browser or command line
2) Open a writable file from file browser or command line
3) Observe the infobar persisting for writable file until the textarea is clicked
4) Click the textarea and observe the whole thing shifting up a few lines, so you end up looking at not what you intended to edit
