Multi-user Ubuntu 12.04 LTS won't shut down

Bug Description

Okay, so throughout the day, various people log on and log off but once the final person wants to shut down, then PC just reverts to the login screen. Initially I thought this was because other users were still logged on but then when we tried logging all people off, the system still wouldn't shut down.

However, if I'm the only person that's using the system before finishing, it seems to shut down no problem. A bit confused!

If you are the first and only one to log on, what happens when you try to shut down?

I don't seem to get this problem now, but before there was no problem with only one person logging on and off and the shutting down in one session. It used to be when two or more logged on and then logged out.
