ifAlias is not updated on changes

Since NAV 3.11.4 or 3.11.5, ipdevpoll collects the IF-MIB::ifTableLastChange timestamp and avoids collecting all the contents of the ifTable if the timestamp indicates nothing is changed.

Unfortunately, the timestamp only changes when rows are inserted or deleted in ifTable, not when they are changed - so when the administrator changes ifAlias, it won't be updated by NAV until the device is reset or rebooted.

This optimization should therefore probably be removed.
