Bug Description
CDP records obtained from Cisco devices may identify the remote device with an IP address of 0.0.0.0 when the IP is unknown or irrelevant. However, sometimes, router ports may also report an IP address of 0.0.0.0, and if such a router-port exists in a NAV installation, a CDP-record with the 0.0.0.0 address will be mis-identified as the router that reported the 0.0.0.0 address.
The neighbor identification process must consider 0.0.0.0 to be an invalid address and move on to use other identification tokens from the CDP record.
