Bug Description

Ubuntu should move away from Tango, to a flat, monochromatic and sharper icon set. The Tango icons have gradients adding an overhead of visual complexity. The flat icons in the top Ubuntu panel look good, and ubuntu must have similar icons across.

This seems to be an accepted modern trend, with even Windows 8 adopting flat monochromatic icons for windows 8. Even Google changed its favicon, to a flat blue and white logo instead of multi coloured favicon.

Such icons are visually clean and more obvious and hence less confusing.

Also in line with Ubuntu's goal to deliver on par performance on devices of all form factors, I doubt how Tango will behave on small devices with lower dpi and also on high dpi like the retina. Flat icons should be much more consistent across all screens.
