Project menu should not be displayed when launching a instance from Project panel

Bug Description
Assuming that I logged in Horizon as a user with admin role, when launching an instance from project panel, "Launch Instance" pop-up has "Project & User" tab.
When launching an instance from project panel, the project displayed at the left side on Project panel should be used and should not be selected in "Launch Instance" pop-up menu.
In the current code, whether "Project & User' tab is displayed is determined by the logged in user has 'admin' role. It is the reason of this bug.

Agreed that this would be better. There are a lot of other much worse known problems with admins in the Project dashboard, though, so I'm gonna mark this one as wishlist.
