Incorrect Behaviour of Alt+` Key, Wrong Highlighting

Bug Description

Steps to reproduce in Ubuntu 12.04:

1) Open two Thunderbird windows, each with different content, easily recognizable to the human eye, fullscreen.
2) Press ALT+`
3) Let go of the ` key, but keep your thumb on the ALT key.
4) Look with your eyes. At this point the orange border is around one of the two windows.
4) Let go of the ALT key.

Expected: Highlighted Window, the one with the orange border, selected and moved to front.
Actual: Nothing happens.

This behaviour also happens with Chrome, LibreOffice, Etc.
