Virginia sections importer needs to allow partial import

Bug Description
Although we have our reasons for rolling back the transaction when any error happens in an import sheet, in the case of the virginia sections import, the virginia folks cannot abide this as they have gotten used to the partial import with warnings that they have used for the last four or so years with the CSV import. I agreed to change just the virginia import to not rollback and to to just show the errors. Is this ok?
