Change Switchboard background colour from grey to white

The wallpaper plug looks significantly better than both the main switchboard dash, and all of the other plugs.

I'm pretty sure this is because it's background is white, as opposed to the grey used by the others, and therefore I suggest that we switch to white for all plug backgrounds.

Well, we can't force every single plug to use a specific type of background (nor do I think we necessarily should). It's really up to each plug.

But for the main view, I'd be interested to see how it looks. It might be really nice and that would make it look a little different from other settings apps on certain cat-named operating systems.
