update-notifier icon does not show all the time for people without automatic internet connection

Binary package hint: update-notifier
talking to people I realized that update-notifier should be on all the time. The only way the ´lightbulb´ will work is if I am running update- manager & then checking/reloading the database. Whether I use in updates , only notify, all updates in background, security updates in background, things remain the same. Attaching a picture which also shows the same thing. This bug is reproducible all the time.

How are you connected to the internet? If its via a modem or a connection you have to trigger manually thta is expected that you have to manually click on "check" in update-notifier.
