urxvt shells don't show up in `who` output.

Bug Description
When using the urxvt shell, the `who` and `w` commands don't list my shells or add me to the user count. E.g., with two urxvts open:
$ w
15:57:37 up 18 min, 0 users, load average: 0.52, 0.76, 0.72
USER TTY FROM LOGIN@ IDLE JCPU PCPU WHAT
Whereas, after opening two gnome-terminals:
$ w
15:58:33 up 19 min, 2 users, load average: 0.72, 0.76, 0.72
USER TTY FROM LOGIN@ IDLE JCPU PCPU WHAT
collins pts/2 :0 15:58 1.00s 0.30s 0.30s zsh
collins pts/3 :0 15:58 0.00s 0.72s 0.00s w
