Daemon launcher should have a --restart option

Bug Description

Currently to restart the daemon one has to --stop it, and then --start it. For testing & development purposes the launcher (bin/accomplishments-daemon) could support --restart option, which would stop the daemon (kill if stop fails) and then start again.

Sorry, I have not been able to work on this. I removed myself as the assignee.
It won't let me put the status back as Triaged, so I set it to Confirmed.
