Cannot open .torrent files with CJK characters in filename

Bug Description

When attempting to start a torrent with a .torrent file whose filename contains CJK characters (and possibly other international characters), qBittorrent does not respond in any way, even with an error message. This happens regardless of the length of the filename.

This bug is occurring with version 2.9.11 on Windows.

I should note also that CJK characters work fine otherwise; the torrent names of the torrents in question and the filenames of the files within them pose no problem, if you open those .torrent files after renaming them to something without CJK characters.
