Bug Description
At version 2.2+ a customer reported that when loading order records + item/holdings data Evergreen is loading everything correctly EXCEPT the system is using the fund for fiscal year 2012 rather than the newer funds for fiscal year 2013. In their case it used the correct fund code of YABK but it was YABK (2012). They have rolled funds over so it should use YABK (2013). It sounds like this is a known issue at the early 2.2. versions.

13:25 < berick> i'm thinking perhaps the marc order record upload page should let you select a fiscal year
13:26 < berick> that would fix the mid-year issue and let you encumber stuff for next year (for example) regardless of your fiscal calendar
[...]
13:38 < dbwells> berick: As I've been pondering this, I'm right there with you. I think a year selector on the upload page would be a good, partial solution, while we wait for other seemingly inevitable issues to crop up.
13:40 * berick 's glad he's not talking crazy
13:41 * dbwells does wonder how often one would accidently encumber the wrong year, particularly past years, or even what would happen if they did
13:42 < berick> good point, the selector would need to inspect the fiscal calendar and default to a sane value (i.e. the current fiscal year)
