Question editor asks for input even when uploading an image

We will need to think through the uploading images for quiz items functionality. I first tried to upload an image to illustrate a quiz item that also had text. That didn't work (I never wrote a story for that, so that makes sense). I reworked the image to include the text I would have written, and then uploaded the image. When I tried to submit the quiz item, the system complained that the editor window was empty.
