dragging windows from a side-snapped position jumps from cursor

Bug Description

when dragging a side-snapped window (a window that has been dragged to the side of the screen) down from the titlebar, the window jumps down from where it should be following the cursor. please see attached screenshot, noting the position of the cursor grabbing the window and the window itself.
EDIT: I just noticed that in the screenshot the mouse doesn't show as grabbed, but that is where the mouse was as I was moving the window.
