Fn+F3 in dell studio 1555 doesn't disable charging

Bug Description

In Windows, Fn key +F3 disables battery charging. This is useful when you have say 50 percent charge and you want to use laptop without charging. This can reduce the battery charge/discharge cycles.

Right now the window for power statistics just pops-up.

Laptop is DELL Studio 1555

If not, then please provide some more informations.

1. What brand and model is your keyboard.
How is your keyboard connected to your PC: DIN, PS/2, USB, bluetooth, etc.

2. For a USB keyboard, enter the following command in a terminal:
lsusb -v > ~/lsusb-v
    Attach as separate attachment to your bug report ~/lsusb-v.

3. Open a terminal/console and enter the following commands:
xprop -root | grep XKB > ~/xkb
gconftool-2 -R /desktop/gnome/peripherals/keyboard/kbd > ~/gconf
Attach as separate attachments to your bug report ~/xkb and ~/gconf.

Check the hotkey debugging article for any more relevant information to provide.

Please also mention Ubuntu Version and flavour (viz ununtu, kubuntu, xubuntu etc) and also the version of [gnome-settings-daemon]
