QB will not honour download speed limits

Bug Description

In qBittorrent 3.0.0rc5, when I set the "Limit download speed" to any speed per second, the download will not go down. So if I set it to go no more than 200kbps when it's going around 330kbps,, it will stay around 330kbps.

Confirmed, I found this problem too (on rc4).
It seems to ignore the download limit from both the settings and the right-click menu.

same for me on 3.0.0rc5, and also sometimes on upload speed limits.

This bug is still present in 3.0.0 release.

Please go to settings and enable "apply rate limiting to uTP connections" setting. This setting is enabled by default starting in v3.0.1 to avoid confusing the users.
