Grub fails with NFS root

Bug Description

NFS root causes a lot of problems -> the kernel image installs grub && grub fails (obviously) to detect root disk.

Setting up grub-pc (1.99-21ubuntu3.1) ...
grub-probe: error: cannot find a device for / (is /dev mounted?).
grub-probe: error: cannot find a device for /boot (is /dev mounted?).
grub-probe: error: cannot find a device for /boot/grub (is /dev mounted?).
dpkg: error processing grub-pc (--configure):
 subprocess installed post-installation script returned error exit status 1
