Bug Description
during the live-installer run in the new quantal ubuntu-server images for arm, several scripts are executed that trigger update-initramfs calls. flash-kernel is executed as an initramfs-tools hook to update the bootloader setup with a new kernel or initrd. sadly at that point flash-kernel is not configured yet and live-installer seems to also miss a bind mount of /dev.
flash-kernel needs to become a no-op until the bootloader configuration stage happened with flash-kernel-
