Bug Description

DistroRelease: Ubuntu 12.10 alpha3(20120724.3)
Steps to reproduce:
1. After installing the quantal aternate amd64 iso to a VM with choosing the Simple Chinese as the installation language, login the system.
2. Click on the displayed time on the notification area, and then click the date and time settings, then you will find the date is not displayed correctly in the "date and time setting" window
3. Please refer to the attached picture for detail.
