Bug Description

The accountCreation setting should either not exist or be used to override the server policy (dunno if this could be useful).

According to XEP 77, a discovery would expose the jabber:iq:register feature if in-band registration is available. If not, displaying the "Create a new account" link would always result in an error, and a proper message would better help (like "This server does not allow to create new accounts").
