Maximized windows are transparent at the bottom of the screen

Bug Description

If I open a maximized window, the window is not really maximized at all; it is nor reaching the bottom, nor the right-site of the screen but the two visible ends of the window dont have a frame, and no shaddow like windows, who are not maximized. So it is something between an maximized and an normal window.
If I want to maximize the window, I have to minimize and to maximize the window.
Sometimes, the window is opening himself as an really maximized window, but only sometimes. I can't really predict, when the window will open as a really maximized window or as an fake maximized window.
The error occured if I try to open the window by the terminal and by the launcher or dash.

Does this happen only with the Ubuntu-Tweak window, or does it occur randomly? Also, which version of Unity are you using?

Sorry, I forgot: I'm using Ubuntu Precise 12.04 64bit.

The error occured with nearly every window which I try to open via the terminal. Firefox is an exception; it opens correctly every time.
But Thunderbird, Eclipse (or Ubuntu Tweak) never open correctly maximized.

There is an other thing I forgot to try: The error occured also, if I'm trying to open the program via dash or launcher. (Normally, I start windows via terminal, so I forgot to try this) I've already changed the describtion.
