I can't buy software off of ubuntu software center won't accept any credit cards

Hello again, phayte, actually, this is a known issue and in fact we are planning to deploy support for 3D Secure tomorrow. Meanwhile, I will mark this a duplicate of the earlier bug for this issue, bug 656929. Please follow that bug for the status of a fix, and thank you for your patience!
