Bug Description

Switching workspace and taking the current window with you (Super+Shift+Arrow) switches workspaces without moving the window when you have only one window open. This was not present before dynamic workspaces merge.

Steps to reproduce:
1) Close all windows on all workspaces except one
2) Press Ctrl+Shift+Right

Expected behavior: I'm not sure XD
What happens instead: workspaces are switched but the window stays on the now-obscured workspace, and its icon in Plank "jumps".
